  • “Prozorro”: requirements in electronic format

  • Help is just around the corner

  • And so the Social Insurance Fund helps in the conditions of a pandemic

  • Instrumentalists from Romania are asked to go to Ukraine

  • The ministry’s initiatives have been called into question

Everything that happened last week in Ukraine and the world and that is relevant to the furniture maker, read in our digest:

1. From December 3, the state enterprise Prozorro will start translating requirements to participants in public procurement into electronic format.

At the first stage, on December 3, the criteria that show whether a bidder has violated anti-corruption legislation and whether he has a tax debt will be transferred to electronic format. This set of criteria meets Art. 17 of the Law on Public Procurement.

These are qualification criteria that show whether the supplier has the necessary qualifications to supply a product or service, work, Article 16 of the law.

The criterion of the subject of procurement will also be determined (to what extent the goods, works or services offered by the supplier meet the requirements of the customer, Articles 22-23 of the law).

Prozorro predicts that potential bidders will now make fewer mistakes, which can now prevent them from participating in the auctions. This will lead to increased competition in bidding.

2. The bill on the support of small and medium-sized businesses, which provides for compensation of employees in the amount of eight thousand hryvnias, must enter into force by December 9. This was stated by the head of the “Servant of the People” faction David Arahamiya.

It will be recalled that President Volodymyr Zelenskyi announced a number of bills on measures to provide economic support to citizens and businesses in connection with quarantine restrictions. According to the head of state, the legislative initiatives developed by experts, in particular, should provide that natural persons-entrepreneurs and employees whose sphere of activity falls under quarantine will receive financial assistance from the state.

3. Since the beginning of the pandemic, more than 50,000 Ukrainian workers in various sectors of the economy have been in self-isolation from COVID-19.

For them, the Social Insurance Fund of Ukraine (FSSU) compensates for lost earnings during this time, starting from the sixth day of isolation (the first five days are financed by the employer). The FSSU has already accepted more than 300,000 days of isolation from coronavirus disease in the amount of more than 60 million hryvnias.

The only basis for accrual of such assistance is a hospital-issued in the prescribed manner, indicating the reason for disability – “isolation from COVID-19-11”. To open a hospital, you must contact your family doctor by phone. In order to receive assistance from the Fund, the received certificate of incapacity for work stating the reason for incapacity for work “isolation from COVID-19-11” must be handed over to your employer, who draws up a statement of account and submits it to the Fund.

4. Metamob is a leading manufacturer of band saws in Romania.

The company is located at a distance of 60 km from the Ukrainian border. So she decided that if she had to transport her products to France, which is more than 1,200 km away from its production, why not start cooperating with Ukraine, since the distance between neighbouring countries is much smaller.

Metamob is confident that it will become a reliable partner for many woodworking companies in Ukraine as well.

5. The Ministry of Environmental Protection and Natural Resources of Ukraine has put forward two initiatives that, at first glance, are attractive, but in fact can have devastating consequences for the economic and environmental security of the country.

The first initiative: the creation of a new business entity to concentrate on economic activities in the forest sector, which will be authorized to manage all state forestry enterprises.

The second is that the sale of unprocessed wood harvested by all forestry enterprises of Ukraine should be carried out exclusively by conducting electronic auctions in the electronic trading system “Prozorro. Sales”.

These initiatives have caused a flurry of emotions among foresters and woodworkers, who have both supporters and opponents. In the expert community, opponents of these initiatives are much more than supporters.
