1. From September 1, Ukrainian carriers will be able to travel to Moldova under new simplified rules. “After the signing of the “transport visa-free” with the EU, Moldova remained the only country on our borders with which cargo transportation was not liberalized. Given the large volume of cargo currently transported in this direction, the signing of the bilateral protocol will save us from the risks of stopping the export of our cargo. The war made its corrections, and in view of the blocking of most Ukrainian ports, the Moldovan route has become even more important for our cargo,” Deputy Minister of Infrastructure of Ukraine Mustafa Nayem said on this occasion.

2. On August 15, the parliament adopted a bill on “customs visa-free” with the EU. “This is one of our key reforms, which we started even before the war, and now we are completing them at an accelerated pace. This means that we will automatically exchange information with EU countries regarding those goods that are imported into the territory of Ukraine, which will significantly reduce corruption at customs and the time for customs clearance, and thus make our customs European. One that we have longed for for quite a long time,” said People’s Deputy Danylo Hetmantsev.

3. The Tax Committee of the Verkhovna Rada appealed to the Ministry of Finance to eliminate gaps in the legislation that allow tax officials to unreasonably stop the registration of tax invoices. It is proposed to eliminate the most widespread gaps in the regulation of legal relations between supervisory authorities and taxpayers, namely regarding the inclusion/disregard of the taxpayer’s data tables and their assignment to the risk category.

4. The State Tax Service has published a draft of the order of the Ministry of Finance “On Approval of Changes to the Procedure for Submitting Notifications on Opening/Closing Accounts of Taxpayers in Banks and Other Financial Institutions to Controlling Bodies.”
Thanks to this, certain provisions of the Procedure for submitting notifications on opening/closing taxpayer accounts in banks and other financial institutions will be brought into compliance with regulatory bodies, as well as the necessary technical amendments will be made. We would like to remind you that this document regulates the procedures for exchanging information in electronic form regarding the opening/closing of taxpayer accounts between supervisory bodies and banks and other financial institutions.

5. The Cabinet of Ministers made changes to the Procedure for the Management of the Unified State Electronic System in the Field of Construction (EDESSB). From now on, the conclusion about the possibility or impossibility of placing on the land plot the production capacities of enterprises relocated (evacuated) from the war zone and objects for the temporary residence of internally displaced persons will be created exclusively using the Register of construction activities. Also, requests will be created and submitted to the authorized body of urban planning and architecture to obtain the specified opinion through the electronic office of the EDESSB.
