On the eve of the Prime Minister of Ukraine Denys Shmygal at a meeting of the Government said that Ukraine has already begun to reduce the dynamics of the incidence.
According to the Government’s decision of May 22 in those regions where epidemiological indicators meet the criteria set by the Ministry of Health for new cases of coronavirus disease (not more than 12 per 100 thousand population), number of tests (not less than 12 per 100 thousand population) and bed occupancy ( not more than 50%) in hospitals, public transport is restored. From May 25, the work of the subway and kindergartens should be resumed.
At the same time, according to media reports, from May 31 to June 9, the third stage of quarantine easing is to take place. During the third stage, sports and children’s playgrounds, some educational institutions, theaters and cinemas, hostels, sanatoriums and recreation centers, cafes and restaurants with visitors will be opened. Long-distance transport within the region should also work. All under the condition of a favorable epidemiological situation.
According to the latest information of the Kyiv Regional State Administration, on May 20, 2020, the Cabinet of Ministers of Ukraine adopted a resolution “On quarantine to prevent the spread of acute respiratory disease COVID-19 caused by SARS-CoV-2 coronavirus and mitigation measures.”
This document provides for the weakening or cessation of anti-epidemic measures in the region on the basis of the decision of the regional commission on technogenic and environmental safety and emergencies (TES and emergency). Decisions are made taking into account the assessment of the epidemic situation and the presence of three features in the region at the same time:
- INCIDENCE (total number of new cases of COVID-19 in the last 7 days per 100 thousand population). Must be less than 12 people per 100 thousand population.
- BED CAPACITY IN HEALTHCARE INSTITUTIONS designated for hospitalization of patients with a confirmed case of COVID-19. An indicator of less than 50% is required.
- AVERAGE NUMBER OF TESTS. It takes more than 12 per 100 thousand population in the last 7 days.
Today, due to the fact that one of the necessary factors (namely – incidence) exceeds the established figure and is 13.9 people, the regional commission on technogenic and environmental safety and emergencies has no right to decide on the mitigation of anti-epidemic measures. At the same time, KRSA monitors the anti-epidemic situation on a daily basis and in case the situation improves, the Regional State Administration will issue a decision to reduce quarantine within the region.
Meanwhile, information appeared on the website of the Kyiv City State Administration, citing the Ministry of Healthcare of Ukraine, that Kyiv and 11 other regions (including Ivano-Frankivsk, Chernivtsi, Rivne, Ternopil, Kyiv and other regions) do not meet criteria for the implementation of quarantine easing. So Kyiv, has 15 patients per 100 thousand people with the norm – 12 people. Decisions on easing in these areas will be made separately.
